Yes, the AVP HX35W Stage 1 is a direct bolt‑on replacement for the stock WH1C/HX35 on your 1995 12‑valve (Holset 3533320), so no mods are needed beyond capping the OEM vacuum line as you mentioned.
Boost is still controlled by an internal wastegate with an adjustable actuator, so you can lower boost with the rod/boost elbow if you don’t want to run as much pressure as the turbo is capable of.
