On these Tough Country bumpers, fog light sleeves are just the metal housings/brackets that are welded into the bumper so you can mount round or cube-style fog lights in it.
Think of them as a trim ring and cup: they give the light a finished, recessed opening, hold it securely in place, and protect the edges of the light, but they do not include the actual fog light itself.
